The average time to decision-making for new conventional chemicals and new uses (for already registered conventional chemicals), if stated, would be misleading due to variable conditions within the registration process. Those variable conditions include: the type of conventional chemical, its history and the type of uses associated with it. As part of EPA's on-going efforts to be more transparent, the Office of Pesticide Programs' Registration Division created a fiscal year workplan, which represents those conventional new chemical and new use candidates from which EPA will make regulatory decisions each fiscal year. The Agency has included room for flexibility in this workplan to ensure a quick response should an emerging public health or environmental issue arise. The Registration Division's Fiscal Year Workplan is developed using the prioritization criteria outlined in Pesticide Registration (PR) Notices 97-2 and 98-7. The Workplan serves as a candidate pool for achieving the conventional registration program's regulatory goals and, therefore, includes more candidates than anticipated actual decisions each fiscal year.
